Task sign-up approval

Some tasks may be very specific, and have pre-requisites (such as a training).

Therefore, a feature is needed to set a task as "signup approval needed".
It should be possible for any user to sign up to a task. If it is flagged for approval, an email will be sent to the task responsible, asking them to approve or deny the signup. There should also be a UI allowing for the same.

To be discussed:
While the volunteer is pending signup approval, should they count towards the registrations for the task? Or do we have a new number position shown to show how many are pending approval?

It needs to be two numbers, or they need pre-approval to even sign up. Everything else will make it harder on the coordinator(s). CCC does pre-approval. Advantage: less spam. Disadvantage: Less dynamic. Sent by mobile; please excuse my brevity.

yes for volunteering at certain festivals such mechanism also exists:

• certain tasks need organizer approval (like manning the cash register),
  they usually put a field there where you need to give a justification or rationale (for example "already did this the year before..." ) and some indeed mention they will do training beforehand if you want to be part of that task (for example some CoC related tasks)
