Ticket to keep track of the necessary steps to enable otterdog for the eclipse-editdor project.

• Created bot user and added credentials to pass cbi repo
• Enable 2FA for bot user and add to pass
• Push credential to pass
• Configured bot user for the org to be the owner
• Created .eclipsefdn repo
• Added configuration for eclipse-editdor to https://github.com/EclipseFdn/otterdog-configs/
• Added GitHub organization to PMI
• Invited GitHub organization to Eclipse Foundation Enterprise
• Installed Otterdog GitHub App
• Pushed config to .eclipsefdn repo
