LotAtc settings in the pilot guide

I think this part of the transponder page should be moved to a specific controller LotAtc section. Let's discuss about making the landing page have two "pathway" buttons for completely different sections of the website for pilots or controllers.

I think it'd be nice to convert that section in the pilot guide to a why, just explain what it does and why it's helpful/useful to make use of the transponder + ident functionality for communicating information without using radio.
