[BUG] - finder window is not showing whenever I try to open a file in Safari browser

I am using Safari on macOS Tahoe. Everything works fine but whenever I try to open a file with a .circ extension. It does not show the finder window to choose file

To Reproduce
Steps to reproduce the behavior:

1. Go to 'logisim.app'
2. Click on 'file' then click on 'open'
3. then click on 'local desktop'
4. nothing happens at all after clicking on the local desktop.
5. it does not show finder window to choose a particular file

Device (please complete the following information):

• MacBook Air M2
• macOS Tahoe
• Browser- safari
