Deployers can't apply bone meal to dirt blocks under water. #10108

Description

I tried to create a seagrass farm (do not confuse with kelp) so I could breed turtles and brew potions of turtle master. In vanilla Minecraft, you grow seagrass by applying bone meal to dirt (sand, etc.) blocks under water. The only way to harvest seagrass is with shears. So, I figured, a simple mechanical bearing contraption would do with bone meal deployers on one side and deployers with shears in attack mode on the other.

NOPE. Deployers with bone meal refuse to apply bone meal to blocks underwater. That said, I managed to glitch the contraption. I positioned a couple of deployers above solid blocks at water level. This occasionally glitches bone meal deployers above water into placing bone meal underwater, causing seagrass to grow. It's inconsistent, but it works ok. See the screenshot. The mechanical bearing axis is on the left; the contraption is powered by sails above. Blue bone meal deployers hit the dirt, orange bone meal deployers hit blocks underwater. You can see that the seagrass pattern underwater is patchy, but it's enough for my needs. Deployers with shears are on the blind side, mirroring above-water bone meal deployers.)

REQUEST. Allow deployers to apply bone meal to underwater blocks to grow seagrass.
