Forget what I wrote. I think it generally depends on the economic situation of the countries—if there's strong economic growth, even a massive reduction in taxes can stimulate further growth. I believe this triggers the AI. Even when I drastically changed the tax levels, it didn't make any noticeable difference. I'm still not sure how the AI in Vic 3 anticipates or calculates its economic situation, because regardless of the tax rates I set, I consistently observe continuous economic growth
