New command `rules`

Purpose

Once we have the website up and running, we can host the full rules document on there.
At that point it might be nice to have a simple command rules that sends an embed with the link to that document.

This one could be used in DMs as well, since that might come in handy.

Is your feature request related to a problem? Please describe.

Not really, just seems like something that might be handy and would take 5 minutes to implement.

Proposed Solution

The command could send an embed that links to the #rules channel (use <#605867105719550029> instead of #rules so that it works in DMs as well) and also links to the full rules document hosted on the website.

Please list the requirements the implementation of this feature should meet.

This may still be useful to make linking to the rules easier and should be implemented as a slash command. I'd suggest linking to both the rules and code-of-conduct channels now, and (I think?) we've scrapped the idea to host the rules on the website, so that may be able to be removed as well.
