Calculate buoyancy flux and ustar from weighted sum of sensible and latent heat fluxes

Right now, we calculate e.g. buoyancy flux separately for ocean and land, and calculate the weighted sum. We should calculate it directly from the weighted sum of sensible and latent heat fluxes instead.
