Default location for reading/writing jwt secrets

see ethereum/execution-apis#297, this was brought up in ACDC today, currently we don't have a default path we use, but I don't really see a downside of doing that if no --jwt-secret flag is set

It depends on the approach #297 needs both a default path and secret generation, while #302 just uses a fixed constant with nothing to generate or resolve, only you and Nimbus have weighed in so far, so am not exactly sure which one holds the consensus

out of curiosity, what was the reason this is being brought about again after 3 years, I have personally never seen this as an issue
