Avoid -deps build if possible

The datastream-deps docker build can be avoided unless there are changes to the dockerfile. This is particularly desirable for the ARM build as many packages are manually built. Related workflows can pull awiciroh/datastream-deps for the version specified in the version.yaml file and build datastream on top of that for testing.
