Tracking improvements for Host release

This issue is tracking the items mentioned in this post. Specifically, the following items:

1. Pipeline duration: The host.official pipeline is taking ~37 minutes over the past 30 days. We were hoping to have those build times less than 30m, if possible. It looks like the steps taking the longest right now are Test\Non-E2E integration tests and Test\Unit Tests. Those two steps account for ~25% of the total runtime.
2. Pass rate: The pipeline has a pass rate of 54.55% for the past 30 days. Test\Non-E2E integration tests and Test\Unit Tests account for a third of those failures (though, surprisingly, Build\Build site extension is the top reason). It seems there is an opportunity here to improve the reliability of those steps (especially Build\Build site extension). There are 17 tests flagged over the past month, causing 23 failed test results.

We can reassess the above in 2-3 months to track our progress.
