[evaluators] Base evaluator name doesn’t get randomized on the first write

Evaluator names must be unique and are used as identifiers in the system, so the current behavior is that names are not automatically randomized on first write. This can lead to conflicts if you create multiple evaluators with the same base name. There is ongoing work to improve how evaluator name uniqueness is handled, but for now, the best practice is to use distinct names or add suffixes if you need similar evaluators with different configurations.
