2Byte character PDF's fail to Open #28
Description
Not sure if there's something unique I must specify with multibyte character file names but PDFDocument.Load seems to fail with 2 Byte character file names. I tried with a different project (PdfiumViewer) so I don't think its a pdfium.dll issue.
