Mass convert all MIES PXPs to latest NWBv2 schema

This prepares us for moving the pxp files to the cloud.

• Get it working again Conversion/MIES_MassExperimentProcessing.ipf: Fix it #2569
• Use recreated epoch info from Insert recreated epoch info on massexport #2385
• Release a new version of ipfx, requires Move release CI from circle CI to github actions ipfx#584 and New release from CI ipfx#585
• Merge Insert recreated epoch info on massexport #2385
• test with newly exported NWBv2 files against newer ipfx version which uses epoch info
• Find a Windows machine on-prem which can do the conversion
• Look into if CodeOcean can provide Windows instances

Code Ocean can not. We have very manually spun up windows EC2 instances before.

We renamed root:MIES:ITCDevices to root:MIES:HardwareDevices at some point. But we never had MIES:HardwareDevices:ITCDevices. Not clear if that is a systematic error or this pxp is just broken.
