Better VOTER RSSI Units

Instead of using an arbitrary range of 0-255 "units" to display the strength of the VOTER clients received signal, present the value as something more meaningful and easier to understand, such as a percentage.

I have implemented this in a very hacked-up version of Supermon that I use personally. The assumption of 0% = pure noise, and 100% = full quieting, seems to work well and make sense to everyone.

I like this suggestion. My friend and I often use the RSSI meter for testing signal strength from various radios. I'd suggest adding a user-selectable toggle that allows switching between the current 0-255 RSSI scale and the proposed 0-100% scale. The 0-255 RSSI provides more granular signal indication compared to 0-100%.
