File Upload Conflict Not Prompted on Re-upload

Steps to Reproduce:

Upload a file that already exists on the server.

Confirm the conflict prompt appears and replace the file.

Try uploading the same file again.

Expected Behavior:
The system should detect the existing file and prompt "Conflicts found while uploading. Replace?"

Actual Behavior:
No prompt appears, and the upload does nothing. The user cannot replace the file.
