Release v0.29 for Mattermost Version 10 Support

From the commit message I assume that as of ec4b62f matterircd supports Mattermost 10. However, no release was tagged yet. Would it be possible to release a v0.29, or at least a v0.29-alpha?

Currently using a personal build of that commit, successfully, with the company server which has apparently moved to protocol version 10 recently.
